Where can I find the best deals on bulk office supplies?

So Ive been running operations for a small law firm in downtown Seattle for about six years now and I usually have our supply chain down to a science. I keep a tight eye on our overhead and Ive got our most common SKUs on a pretty strict reorder schedule so I rarely run out of the basics. But honestly my usual local wholesaler just completely blind-sided me this week by hiking prices on bulk legal pads and premium letter-size cardstock by almost 30 percent without any heads up. On top of the price hike their logistics have been falling apart and lead times that used to be 48 hours are now pushing three weeks which is a total nightmare since we have a massive filing overhaul starting next month.

Ive got a monthly budget of around 800 bucks for the basic office stuff and I really cant afford to blow it all on marked-up pens and paper just because my usual guy is having issues. I tried looking at some of the big box B2B sites but the shipping costs for heavy bulk orders are insane and their customer service is hit or miss lately. Does anyone know where I can actually find decent deals on bulk office supplies that wont kill me on shipping or wait times? Looking for anything reliable...
